Skills Assessment Guide for Australian Migration

What is a Skills Assessment?

A skills assessment is a mandatory step for most Australian skilled migration visas (189, 190, 491, 482, 186). An authorised assessing authority evaluates your qualifications and work experience to confirm you are genuinely skilled in your nominated occupation. This is not a rubber stamp — assessments are thorough, and a significant percentage of Chinese applicants receive negative outcomes due to documentation issues, qualification mismatches, or insufficient evidence of work experience.

Documentation Requirements

  • Qualifications: Degree certificates, transcripts (all subjects and grades), NAATI-certified English translations of all Chinese documents. Chinese university qualifications are generally well-recognised.
  • Work experience: Employment references on company letterhead with specific duties, start/end dates, hours per week, and salary. Chinese employment references often lack the detail required — work with your employer to create references that match Australian format expectations.
  • Statutory declarations: If employer references are unavailable (company closed, cannot contact former employer), statutory declarations from colleagues who can verify your employment and duties are accepted by most assessment bodies.
  • Payslips and tax records: Chinese tax records and payslips help verify employment claims. Some assessment bodies (especially VETASSESS) require these as supporting evidence.

Common Issues for Chinese Applicants

  • ACS experience deductions: ACS deducts 2-6 years of work experience depending on your qualification type and relevance. A Chinese IT degree with closely related study = 2 years deducted. An unrelated degree = 6 years deducted. This catches many applicants who dont realize years of work experience will be removed from their skilled employment calculation.
  • Engineers Australia CDR: Engineers must submit a Competency Demonstration Report — three career episodes (1000-2500 words each) demonstrating engineering competency. The writing must be your own work. Plagiarism detection is sophisticated — never use ghost-written CDRs.
  • VETASSESS negative outcomes: Most common reason: duties described in employment reference dont closely match the ANZSCO occupation description. Before applying, compare your actual job duties with the ANZSCO description for your nominated occupation.

Critical Advice: Start your skills assessment 6-12 months before you plan to submit your visa application. Processing delays are common, and negative outcomes require time to appeal or resubmit with additional evidence. Use a migration agent experienced with your specific assessment body — the documentation requirements vary significantly and mistakes cost time and money.
